?The most potent foundation for any nation’s progress, prosperity, and global prestige is its education system. History bears witness that countries prioritizing education emerged as leaders in economic, scientific, technological, and cultural domains. If an education system is robust, inclusive, qualitative, value-based, and contemporary, the nation automatically advances on the path of development, innovation, and self-reliance.
?It is also true that education is not merely a medium for literacy or acquiring information; rather, it is the cornerstone of an individual’s intellectual, moral, social, and emotional development. It fosters a scientific temperament, constitutional values, social responsibility, environmental consciousness, and a sense of dedication toward national interest among citizens. Furthermore, by encouraging skill development, employment generation, technological proficiency, and leadership capabilities, education transforms human resources into a powerful force for nation-building. In reality, an aware, educated, and cultured society is the true hallmark of a developed, self-reliant, and empowered nation. In this context, we believe that the conceptualization of the ‘Viksit Bharat Shiksha Adhishthan’ is highly significant. This institution will not only integrate and bridge the shortcomings of India’s higher education regulatory bodies but will also prove to be a revolutionary step toward making them transparent and globally competitive.
?Currently, bodies like the UGC, AICTE, and NCTE operate independently, making coordination among them difficult at times. Overcoming this hurdle, the ‘Viksit Bharat Shiksha Adhishthan’ can be envisioned to integrate all of them, thereby bringing efficiency to policy formulation and implementation.
Today, India possesses a vast demographic dividend of youth. Transforming them into an empowered, skilled, and innovative force to lead the country toward becoming a “Developed Nation” is our greatest responsibility. We believe there can be no more potent medium than education to achieve this goal. From this perspective, the proposed ‘Viksit Bharat Shiksha Adhishthan’ emerges as a structure capable of providing a new direction and momentum to the country’s higher education system. Establishing an integrated, modern, and responsive framework in place of existing institutions like the University Grants Commission is the core objective of this foundation, which can be hailed as a commendable step.
?We believe that the concept of the ‘Viksit Bharat Shiksha Adhishthan’ is not limited merely to institutional change; rather, it signals a comprehensive transformation in the nature, purpose, and outcomes of education. Its key provisions include setting up a single regulatory mechanism for higher education, under which distinct functions such as standard-setting, accreditation, and regulation, will be managed through separate councils. This will bring policy clarity and reduce unnecessary administrative burdens on institutions.
?Hardly anyone can deny the fact that if India is to become a “Developed and Self-reliant Nation,” it requires quality education based on skills, innovation, and research, rather than just degrees. From this viewpoint, this foundation will foster a culture of research and innovation in universities and colleges, paving a stronger path for new inventions and start-ups,something India truly needs. ?We also believe this foundation will perform the crucial task of ensuring equity and inclusion in education. To bridge the current disparity in education quality between rural and urban areas, this institution will be able to implement policy reforms. Delivering quality education to every student through digital education, online courses, and technological resources can be managed more effectively. ?In this era of global competition, nations are competing not just on economic or military might, but on the strength of their educated human resources. Therefore, this foundation will work toward establishing Indian education on an international platform. By promoting collaborations with foreign universities, student exchange programs, and multidisciplinary education, India can be developed into a “Global Education Hub.”
Another important provision we observe in this foundation is ensuring transparency and accountability. Through this, the performance of higher education institutions can be evaluated based on clear parameters, leading to the desired improvement in quality. Along with this, there is a proposal to implement a digital platform-based monitoring and evaluation system, which will minimize the chances of corruption and opacity. A significant aspect of the National Education Policy-2020 is the promotion of multidisciplinary education. This foundation will ensure that universities transcend traditional disciplinary boundaries to provide holistic education, fostering innovation and creativity among students.
Simultaneously, steps can be taken to make skill development and employment-oriented education an integral part of the curriculum.
In addition to all the above, this foundation aims to develop a robust ecosystem to encourage research and innovation. By providing better resources, collaboration opportunities, and autonomy to universities and research institutions, it is highly likely to drive efforts toward making India a global knowledge hub.
To make the ‘Viksit Bharat Shiksha Adhishthan’ truly effective and universally acceptable, serious consideration must be given to the following crucial factors:
(i) Ensuring Institutional Autonomy: It is absolutely essential to guarantee institutional autonomy. If the foundation becomes an instrument of hyper-centralized control, the creativity and independence of universities could be compromised. Therefore, ensuring the participation of experts in decision-making and maintaining a distance from political interference is imperative.
(ii) Active Participation of States: Active participation of the states must be ensured. In India’s federal structure, education is a concurrent subject; hence, policies should be formulated keeping in view the needs and diversities of the states. Without the spirit of cooperative federalism, this foundation will not achieve widespread acceptance.
(iii) Focus on Financial Stability: Special attention must be paid to financial robustness. Mere regulation is not enough; it is also vital to provide adequate financial assistance and resources for infrastructure development to higher education institutions and various research projects. Increasing public expenditure on education will be an indispensable step in this direction.
(iv) Prioritizing Inclusive Education: Inclusive education must be prioritized. Special schemes and digital infrastructure must be developed to deliver quality education to rural areas, marginalized communities, and remote regions to bridge the ‘digital divide.’
(v) Strengthening Industry-Academia Coordination: It is necessary to strengthen coordination between industry and academia. The foundation must ensure that education is not just theoretical but practical and employment-oriented. Promoting internship, apprenticeship, and startup-based education will be crucial in this regard.
(vi) Integration of Indian Languages and Knowledge Systems: Incorporating Indian and regional languages alongside authentic Indian knowledge traditions should be a primary responsibility of this foundation. Encouraging education in mother tongues/regional languages will not only improve comprehension but also make education more inclusive.
From a holistic and impartial perspective, we believe that the ‘Viksit Bharat Shiksha Adhishthan’ possesses full potential to become the cornerstone of India’s bright future. This is not merely an administrative reform, but a sign of a comprehensive educational revolution. If its provisions are implemented effectively and the suggested reforms are considered seriously, this foundation can play a decisive role in transforming India into a knowledge-based, self-reliant, and developed nation. Ultimately, it is fair to say that the ‘Viksit Bharat Shiksha Adhishthan’ is not just a structural change brought by governments with differing past ideological perspectives; it is a powerful medium for shaping India’s future. By linking education with employment, innovation, and nation-building, it holds the complete potential to play a vital role in making India a self-reliant and developed nation. This institution will not only strengthen the education system but will also prove to be a milestone toward making India’s future bright, empowered, and prosperous.
