PT News Chandigarh, May 23

After dry weather and a severe heat wave over the next four days over Punjab and Haryana, the tempera- tures are expected to come down with the weather office forecasting a two-day wet spell over some parts of these states.

The weather is likely to be dry from May 24-27 and light rainfall is likely at isolated places on May 28 and 29, according to a bulletin issued by the India Meteorological Department (IMD) on May 23. A fresh western disturbance is likely to affect north-west India from May 28. No large change in maximum temper- atures is expected during the next 24 hours. A rise by 2-4 degree Celsius for the subsequent four days and a fall thereafter is expected. Thunderstorms, lightning and gusty winds are also possible at isolated places on May 28 and 29.

Over the past 24 hours, light rain along with thunder- storms and lightning occurred at isolated places in Punjab, while Haryana remained dry. Gusty winds were experienced at some places in both states. Faridkot, Hoshiarpur, Pathankot, Ropar and Nawanshahar districts in Punjab received a small amount of rain. During this period, the day tempera- tures were above normal in Haryana but normal in Punjab where IMD reported an appreciable fall from the previous day, whereas night temperatures were normal in Haryana but above normal in Punjab.

According to IMD, a western disturbance as a cyclonic circulation prevails over Jammu and its neighbour- hood in lower tropospheric levels, and a trough runs from Punjab to south-west Rajasthan in lower tropos- pheric levels. Under the influence of these systems, scattered to fairly wide- spread light to moderate rainfall with thunderstorms, lightning and gusty winds are likely over Jammu and Kashmir and Uttarakhand till May 25 and over Himachal Pradesh on May 29. Isolated hailstorm activity is also expected over Himachal Pradesh on May 29.

?The most potent foundation for any nation’s progress, prosperity, and global prestige is its education system. History bears witness that countries prioritizing education emerged as leaders in economic, scientific, technological, and cultural domains. If an education system is robust, inclusive, qualitative, value-based, and contemporary, the nation automatically advances on the path of development, innovation, and self-reliance.

?It is also true that education is not merely a medium for literacy or acquiring information; rather, it is the cornerstone of an individual’s intellectual, moral, social, and emotional development. It fosters a scientific temperament, constitutional values, social responsibility, environmental consciousness, and a sense of dedication toward national interest among citizens. Furthermore, by encouraging skill development, employment generation, technological proficiency, and leadership capabilities, education transforms human resources into a powerful force for nation-building. In reality, an aware, educated, and cultured society is the true hallmark of a developed, self-reliant, and empowered nation. In this context, we believe that the conceptualization of the ‘Viksit Bharat Shiksha Adhishthan’ is highly significant. This institution will not only integrate and bridge the shortcomings of India’s higher education regulatory bodies but will also prove to be a revolutionary step toward making them transparent and globally competitive.

?Currently, bodies like the UGC, AICTE, and NCTE operate independently, making coordination among them difficult at times. Overcoming this hurdle, the ‘Viksit Bharat Shiksha Adhishthan’ can be envisioned to integrate all of them, thereby bringing efficiency to policy formulation and implementation.

Today, India possesses a vast demographic dividend of youth. Transforming them into an empowered, skilled, and innovative force to lead the country toward becoming a “Developed Nation” is our greatest responsibility. We believe there can be no more potent medium than education to achieve this goal. From this perspective, the proposed ‘Viksit Bharat Shiksha Adhishthan’ emerges as a structure capable of providing a new direction and momentum to the country’s higher education system. Establishing an integrated, modern, and responsive framework in place of existing institutions like the University Grants Commission is the core objective of this foundation, which can be hailed as a commendable step.

?We believe that the concept of the ‘Viksit Bharat Shiksha Adhishthan’ is not limited merely to institutional change; rather, it signals a comprehensive transformation in the nature, purpose, and outcomes of education. Its key provisions include setting up a single regulatory mechanism for higher education, under which distinct functions such as standard-setting, accreditation, and regulation, will be managed through separate councils. This will bring policy clarity and reduce unnecessary administrative burdens on institutions.

?Hardly anyone can deny the fact that if India is to become a “Developed and Self-reliant Nation,” it requires quality education based on skills, innovation, and research, rather than just degrees. From this viewpoint, this foundation will foster a culture of research and innovation in universities and colleges, paving a stronger path for new inventions and start-ups,something India truly needs. ?We also believe this foundation will perform the crucial task of ensuring equity and inclusion in education. To bridge the current disparity in education quality between rural and urban areas, this institution will be able to implement policy reforms. Delivering quality education to every student through digital education, online courses, and technological resources can be managed more effectively. ?In this era of global competition, nations are competing not just on economic or military might, but on the strength of their educated human resources. Therefore, this foundation will work toward establishing Indian education on an international platform. By promoting collaborations with foreign universities, student exchange programs, and multidisciplinary education, India can be developed into a “Global Education Hub.”

Another important provision we observe in this foundation is ensuring transparency and accountability. Through this, the performance of higher education institutions can be evaluated based on clear parameters, leading to the desired improvement in quality. Along with this, there is a proposal to implement a digital platform-based monitoring and evaluation system, which will minimize the chances of corruption and opacity. A significant aspect of the National Education Policy-2020 is the promotion of multidisciplinary education. This foundation will ensure that universities transcend traditional disciplinary boundaries to provide holistic education, fostering innovation and creativity among students.

Simultaneously, steps can be taken to make skill development and employment-oriented education an integral part of the curriculum.

In addition to all the above, this foundation aims to develop a robust ecosystem to encourage research and innovation. By providing better resources, collaboration opportunities, and autonomy to universities and research institutions, it is highly likely to drive efforts toward making India a global knowledge hub.

To make the ‘Viksit Bharat Shiksha Adhishthan’ truly effective and universally acceptable, serious consideration must be given to the following crucial factors:

(i) Ensuring Institutional Autonomy: It is absolutely essential to guarantee institutional autonomy. If the foundation becomes an instrument of hyper-centralized control, the creativity and independence of universities could be compromised. Therefore, ensuring the participation of experts in decision-making and maintaining a distance from political interference is imperative.

(ii) Active Participation of States: Active participation of the states must be ensured. In India’s federal structure, education is a concurrent subject; hence, policies should be formulated keeping in view the needs and diversities of the states. Without the spirit of cooperative federalism, this foundation will not achieve widespread acceptance.

(iii) Focus on Financial Stability: Special attention must be paid to financial robustness. Mere regulation is not enough; it is also vital to provide adequate financial assistance and resources for infrastructure development to higher education institutions and various research projects. Increasing public expenditure on education will be an indispensable step in this direction.

(iv) Prioritizing Inclusive Education: Inclusive education must be prioritized. Special schemes and digital infrastructure must be developed to deliver quality education to rural areas, marginalized communities, and remote regions to bridge the ‘digital divide.’

(v) Strengthening Industry-Academia Coordination: It is necessary to strengthen coordination between industry and academia. The foundation must ensure that education is not just theoretical but practical and employment-oriented. Promoting internship, apprenticeship, and startup-based education will be crucial in this regard.

(vi) Integration of Indian Languages and Knowledge Systems: Incorporating Indian and regional languages alongside authentic Indian knowledge traditions should be a primary responsibility of this foundation. Encouraging education in mother tongues/regional languages will not only improve comprehension but also make education more inclusive.

From a holistic and impartial perspective, we believe that the ‘Viksit Bharat Shiksha Adhishthan’ possesses full potential to become the cornerstone of India’s bright future. This is not merely an administrative reform, but a sign of a comprehensive educational revolution. If its provisions are implemented effectively and the suggested reforms are considered seriously, this foundation can play a decisive role in transforming India into a knowledge-based, self-reliant, and developed nation. Ultimately, it is fair to say that the ‘Viksit Bharat Shiksha Adhishthan’ is not just a structural change brought by governments with differing past ideological perspectives; it is a powerful medium for shaping India’s future. By linking education with employment, innovation, and nation-building, it holds the complete potential to play a vital role in making India a self-reliant and developed nation. This institution will not only strengthen the education system but will also prove to be a milestone toward making India’s future bright, empowered, and prosperous.

Between Holding On and Letting Go

Human life is not only a journey of moving forward through time; it is also a journey of carrying countless memories, emotions, and experiences within us. Some moments pass by quietly, while others leave such deep marks on our hearts and minds that even after years have gone by, they continue to live within us. Time may move forward without stopping, but certain memories hold us back and make us relive emotions we thought we had left behind. Sometimes these memories become our comfort, and at other times they turn into invisible burdens that slowly weigh down our souls. The greatest struggles in life are often not with the world around us, but with the battles we fight within ourselves, between holding on and letting go. Sometimes in life, even after moving far ahead, we still feel stuck in certain memories. It feels as if time stopped for us at a particular moment in life. Days turn into months, months into years, and seasons keep changing, yet some memories never really leave us. At times, we hold on to painful memories as if they are priceless treasures, protecting them carefully within ourselves. At other times, we wish we could erase the bitter experiences of our lives from our memory forever. We become so lost in those moments that we can no longer understand whether those memories bring us comfort and peace or continue hurting us like an old wound that never truly heals.

We neither find the strength to walk away from those thoughts, nor do we want to stay trapped in them and continue suffering. In a strange way, we hold on to our wounds while quietly searching for something that might heal them at the same time. Deep inside, we remain unable to decide whether we should accept the cruelty of time and move forward or grieve over everything that time has taken away from us. We find ourselves unable to let go of the past, unable to fully live in the present, and unable to free ourselves from worries about the future. Trapped in this constant conflict within ourselves, we keep exhausting our hearts and minds. In trying to escape that confusion, we often become unfair to ourselves. The weight of this pain does not affect only us. It quietly touches everyone who loves and cares for us. Yet we become so used to carrying this silent suffering that we continue losing ourselves in the cruel and unforgiving passage of time. People who remain trapped in the shadows of their past often end up complaining about their present and living with the constant fear that their future may also become uncertain. Bitter experiences and painful realities slowly take away a person’s happiness, excitement, and peace. A person can fall so deeply into despair that even smiling begins to feel like a sin. They keep burning themselves in the fire of endless worries and slowly destroy themselves with every passing moment. Sometimes they suffer because of circumstances beyond their control, and

sometimes they ruin themselves by continuing to hide behind the pain of their own memories. What we truly need to understand is that remaining trapped in the past brings no real peace. By staying tangled in old memories, we cannot heal our present, nor can we build a brighter future for ourselves. Some painful memories become such a heavy burden on our minds that we slowly stop seeing the brighter side of life. We simply go through the motions of our days and, without realizing it, turn the gift of life itself into a punishment for ourselves. We should always remember that life is meant to be like a flowing river, constantly moving, changing, and finding its way forward, not like stagnant water trapped in a foul smelling pond. In fact, life does not stop for our pain, regrets, or memories. The past may shape us, teach us, and leave its marks on us, but it should never become a prison where we keep ourselves locked forever. Every experience, whether joyful or painful, becomes a part of our journey, but it should never define our entire existence. True strength does not lie in carrying every wound with us. It lies in learning how to heal and continue moving forward. We owe ourselves the kindness of letting go, the courage to embrace the present, and the hope of believing in tomorrow. Life finds its true meaning not in what we have lost, but in what still waits for us ahead.

Need for Balance in IT Rules’ Amendments

Transparent Journalism

The Central Government’s prepa-ration to introduce new amend-ments to the Information Technology (IT) Rules has once again intensified the debate across the country regarding dig-ital freedom and government oversight. In a state like Punjab, where social media has become a major platform for politics, reli-gious discussions, farmers’ move-ments, and social debates, these amendments carry even greater significance. The government argues that the new rules are necessary to curb fake news, online fraud, deepfake videos, hate propaganda, and anti-nation-al content. In recent years, Punjab too has witnessed incidents where rumours and inflammatory material spread through social media have contributed to social tensions. Therefore, defining a certain level of responsibility for digital platforms appears neces-sary. On the other hand, journal-ists, YouTubers, independent media outlets, and civil rights organizations fear that these rules could become a tool to sup-press freedom of expression. In Punjab, many digital platforms have emerged as voices of the people outside mainstream media. If the regulations become too strict or ambiguous, critical and independent journalism may suffer. Today, digital media is no longer merely a source of enter-tainment; it has become an essen-tial pillar of democracy. Therefore, the government must create a balanced framework that ensures security while also pro-tecting the people’s voice. Democracy is strengthened not through excessive control, but through responsible freedom.
