Between the Bookworm and the Bibliophile

Identity Conflict Among Readers

“Some books are to be tasted, others to be swallowed, and some few to be chewed and digested.”It is with these words that Francis Bacon, he wrote more than four hundred years ago, described the diversities in how we interact with books.His observation is also very timely today.It is an ideal point of departure to see the identity crisis that is continuing among the readers the tensions between the bookworm that digests content and the bibliophile that worships the book as an object.In between them is a sizeable and somewhat lost crowd that reads lustily but collects much more than it can consume.

The bookworm represents the thoughts of Bacon of books to be swallowed or even chewed and digested.This reader reads books everywhere, on trains, in waiting rooms, during power failures or on the wedding when the speech is interminable.To them, the book is more of an idea and story conveyer.The physical appearance does not count much; a dog-eared paperback with tea-stains is just as valuable as a fresh edition.The bookworm reads in a hungry fashion, and he tends to change his reading much too fast, either to swallow up whole novels, or to patiently digest deep ones.They are concerned with what is accomplished and what is learned.

The bibliophile, on the other hand, treats the books more reverently than Bacon in his categories of reading.Although in certain cases they can taste, swallow and even digest some quantities, their association comprises of ownership, preservation and beauty.They enjoy the font, feel the paper, the decoration of the binding and the symmetry of the cover.A lot of their books are tasted or not eaten at all, and are not consumed as objects of cultural wealth, but rather pre-served and presented as a monument of cultural worth.The lending out of it is a risk to its physical safety, not out of egoism, but guardianship.

The majority of contemporary readers, nevertheless, dwell in the broad middle ground – a place to which Bacon gives elucidation through silent wisdom in his quote.They go into book-stores with the intention of making one purchase, and go out with many, and of making a rationalization of every purchase: to swallow, another to taste, one to digest thoroughly, and another, because it felt like a significant book. Thousands of new titles are being published annually in India, contributing to this habit.However, reading sur-veys have high engagement and low completion.The consequence can be seen in the urban houses: the number of books that need to be read is increasing, a contemporary expression of the opposition between tasting, swallowing and digesting.This contradic-tion can be found in every-day decisions, like lending a book or not.The book-worm views lending as a logical method of sharing ideas – to get other people to taste or swallow them. The bibliophile is hesitant and is worried about the state of the book as a par-ent is to an asset.

This gap has been cut and also blurred by technolo-gy.The digital forms will allow the bookworm to consume hundreds of books at once on the same device, which fits well into the concept of reading not curiously or part by part as proposed by Bacon.The committed to their collec-tions resort to the conven-ience of e-books and this creates overlap on the spectrum. The model developed by Bacon also makes us remember that the distinction between the bookworm and the biblio-phile is not a one-dimen-sional one, but a continu-um.

There are those readers who mostly taste and pass on. Others swallow greedi-ly. Some few chew and digest are industrious.Most of them read all three modes according to the time, mood and the book they are reading at that moment – to read unfiltered hunger of stories and awe of the objects that bear them.

What too many people fail to realize is that both impulses are working towards the same worthy goal keeping a living culture of reading alive.The book-worm makes sure that ideas are fed on and argued.The book lover takes care of books and maintains them as cultural heritage.In the absence of the latter, books will be just dusted decora-tions.The latter would also make even the best editions not survive long enough to be rediscovered.

In this era of digital content that passes too quickly, the old wisdom of Bacon seems to be of a particular urgent need.It is the same whether you are swallowing a filed paperback on a rock-ing train, or you are tender-ly building your own library in your own home: the fun-damentals are the same and they are to read, to think, and to dream.

The distance between the bibliophile and the book-worm is not paradoxical, it is the opulent, needful spec-trum, the very spot, where tasting, swallowing, chew-ing, and digesting are all united.And in that fruitful conflict the culture of read-ing silently forms.

Technology is no longer just a tool, it is becoming the foundation of modern life. From smartphones in our hands to artificial intelligence in industries, the world is moving toward a future where machines, data, and human creativity will work together more closely than ever before. Future technology will not only change how we work, but also how we learn, communicate, travel, and even think.

The Rise of Artificial Intelligence

One of the most powerful future technologies is artificial intelligence (AI). AI systems are already helping doctors detect diseases, assisting teachers in education, and supporting businesses in decision-making. In the coming years, AI will become more intelligent and personalized. Students may have AI tutors that understand their learning style. Farmers may use AI-powered drones to monitor crops. Hospitals may use robots for surgeries with extreme precision. AI will save time, reduce human error, and improve productivity. However, society must also learn how to use AI responsibly to avoid misuse and unemployment challenges.

Robotics and Automation

Robots are moving beyond factories. Future robots will work in homes, hospitals, restaurants, and even disaster areas. Humanoid robots may help elderly people, clean homes, or perform dangerous tasks where human life is at risk.

Automation will transform industries by reducing repetitive work. While this will increase efficiency, it will also demand new skills from workers. People who continuously learn technology-related skills will have better opportunities in the future.

Smart Cities and the Internet of Things

The future world will be connected through the Internet of Things (IoT). Everyday devices such as fans, lights, cars, and refrigerators will communicate with each other through the internet.

Smart cities will use sensors and data systems to manage traffic, save electricity, reduce pollution, and improve security. Imagine a city where traffic lights automatically adjust according to vehicle movement or where garbage collection systems alert authorities when bins are full. Such technologies can improve urban life significantly.

Future Transportation

Transportation technology is evolving rapidly. Electric vehicles are replacing fuel-based vehicles to reduce pollution. Self-driving cars may soon become common on roads. Hyperloop systems and high-speed trains could reduce travel time drastically.

Space technology is also advancing. Companies like SpaceX are working toward making space travel more accessible. In the future, humans may establish colonies on other planets, especially Mars.

Biotechnology and Healthcare

Future healthcare will become smarter and more personalized. Scientists are working on technologies that can edit genes, create artificial organs, and detect diseases before symptoms appear.

Wearable devices may continuously monitor health conditions and alert doctors in emergencies. Nanotechnology could allow tiny machines to travel inside the human body to destroy harmful cells. These advancements may increase human lifespan and improve quality of life.

Virtual Reality and the Digital World

Virtual Reality (VR) and Augmented Reality (AR) will transform education, gaming, shopping, and communication. Students may attend virtual classrooms where they can explore ancient civilizations or perform science experiments digitally. Businesses may conduct meetings in virtual offices. Shopping may become more interactive, allowing customers to try products digitally before buying them. The digital world will become more immersive and realistic.

Green Technology and Sustainability

The future depends heavily on sustainable technology. Solar energy, wind energy, and eco-friendly innovations are becoming essential because environmental pollution and climate change are increasing.

Scientists are developing smart energy systems, biodegradable materials, and carbon capture technologies to protect the environment. Future technology must not only be advanced but also environmentally responsible.

Challenges of Future Technology

Although future technology offers many benefits, it also creates serious challenges. Cybercrime, data privacy issues, fake information, and overdependence on machines are growing concerns.

People must develop digital literacy and ethical understanding. Governments and organizations will need strong cybersecurity systems and clear laws to ensure technology is used safely and fairly.

Conclusion: Future technology will shape every aspect of human civilization. Artificial intelligence, robotics, biotechnology, smart cities, and space exploration are opening doors to possibilities once imagined only in science fiction. However, technology alone cannot build a better future. Human wisdom, ethics, creativity, and responsibility will decide whether these innovations improve society or create new problems.

The future belongs to those who are ready to learn, adapt, and use technology wisely. In the coming decades, technology will not simply change the world, it will redefine what it means to be human.

Haryana’s IDFC Fraud

Needonomics Call for Financial Discipline through Street SMART Governance

Needonomics School of Thought (NST), a Kurukshetra-based think tank is deeply concerned by the disturbing revelations emerging from the alleged Rs 645-crore IDFC fraud in Haryana. The episode raises serious questions about the effective- ness and credibility of gov- ernance mechanisms in a state where repeated claims of “good governance” and “double-engine govern- ment” have long been pro- jected as symbols of admin- istrative efficiency and pub- lic accountability.

The reported move by the Central Bureau of Investigation (CBI) to for- mally question several sen- ior IAS officers and an Indian Forest Service officer indicates that the matter is far beyond a routine administrative lapse. It points toward a serious institutional failure involv- ing public money, financial discipline, and accountabil- ity in governance. The alleged scam reportedly surfaced when discrepan- cies were noticed during closure of a government account at the IDFC First Bank branch in Sector 32, Chandigarh. Public funds should have remained protected under institution- al safeguards appear to become vulnerable to systemic manipulation.

The sanction granted under Section 17-A of the Prevention of Corruption Act for questioning senior officers reflects the serious- ness of the allegations. At the same time, the episode reminds citizens that gover- nance cannot be judged solely through slogans, publicity campaigns, or political narratives. Real governance must be evalu- ated through transparency, accountability, institutional integrity, and the responsi- bility of management of public resources. From the per- spective of the Needonomics School of Thought, financial disci- pline is not merely an accounting requirement; it is fundamentally a moral obligation. Public money embodies the trust of citi- zens. Any misuse or mis- management of such resources weakens not only economic efficiency but also public confidence in democratic institutions. Once trust declines, even developmental achieve- ments lose moral credibili- ty. NST therefore empha- sizes the urgent need to move beyond the rhetoric of “good governance” toward what it calls Needo- nomics Governance through the Street SMART Model. This governance framework advocates systems that are:

– Simple in procedures and operations to reduce opac- ity and loopholes;

– Moral in intent, conduct, and utilization of public resources;

– Action-oriented in fixing responsibility and ensur- ing timely accountability;

– Responsive to citizens’ concerns rather than image management; and

– Transparent in financial transactions, institutional functioning, and adminis- trative oversight.

The Street SMART model recognizes that corruption often flourishes where sys- tems become excessively complicated, moral commit- ment weakens, accountabil- ity becomes selective, and transparency remains superficial. Governance must therefore become peo- ple-centric rather than pub- licity-centric. The Haryana episode also highlights the urgent need for stronger institutional checks and continuous financial vigi- lance in departments han- dling public funds. Digital governance alone cannot eliminate corruption unless it is accompanied by ethical governance. Technology without integrity merely modernizes manipulation.

Otherwise, political slogans risk becoming disconnected from administrative reali- ties on the ground.

NST believes that the concept of a “double-engine government” can become meaningful only when both engines—political leader- ship and administrative machinery—function in har- mony with public trust, eth- ical responsibility, and financial discipline. Otherwise, political slogans risk becoming disconnected from administrative reali- ties on the ground.

Needonomics therefore calls for a broader national debate on financial ethics in governance. India’s aspira- tion for “Viksit Bharat” can- not rest solely on infrastruc- ture expansion, GDP growth, or investment inflows. Sustainable nation- al development requires trust-based governance where citizens remain confi- dent that public resources are being managed honest- ly, efficiently, and transpar- ently. NST reiterates that governance must not be reduced to political brand- ing or perception manage- ment. Real governance is reflected in disciplined institutions, ethical admin- istration, responsive leader- ship, and the confidence of ordinary citizens that their money, rights, and aspira- tions are secure. In the true spirit of Needonomics, gov- ernance must move away from the race for power and perception toward the culti- vation of responsibility, restraint, righteousness, and accountability in public life. Only then can genuine growth occur in the “good- ness mode” necessary for social harmony, institution- al trust, and sustainable national progress.

India’s economy today stands at a critical crossroads where, despite tall claims of development, the hardships faced by ordinary people appear to be increasing rather than decreasing. Rising inflation, unemployment, mounting public debt, and the declining condition of small businesses indicate that there have been several serious flaws in the country’s economic policies. One major reason behind this situation has been the wrong political approach, where political gains have often been prioritized over genuine economic concerns.

Over the past few years, governments have focused more on electoral politics rather than long-term economic reforms. Religious polarization, emotional issues, and propaganda-driven politics have pushed real concerns such as employment, education, agriculture, and industry into the background. As a result, job opportunities for the youth have diminished, small industries have shut down, and the economic condition of the middle class has weakened significantly. Decisions such as demonetization and the implementation of GST without adequate preparation dealt a severe blow to small businesses and the unorganized sector. Millions of people saw their incomes affected, while large corporate houses continued to receive various benefits and concessions. This has further widened economic inequality in the country.

To strengthen the nation’s economy, there is a need for stable policies, industrial growth, agricultural reforms, investment in education, and greater employment opportunities for the youth. An economy cannot be strengthened merely through grand events, foreign visits, or the promotion of statistics. In a large democracy like India, politics should remain centered on the economic welfare of the people. Until political priorities begin to genuinely focus on development, employment, and social balance, the country’s economic progress will remain confined largely to claims and slogans rather than becoming a reality for the common citizen.

ਮੀਟਿੰਗ ਦਾ ਮੁੱਖ ਕੇਂਦਰ ਵਿਕਾਸ ਸਕੀਮ ਦੇ ਅਗਲੇ ਪੜਾਅ ਲਈ ਰਣਨੀਤੀਆਂ ਤਿਆਰ ਕਰਨਾ ਰਿਹਾ। ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਸਕੀਮ ਦੇ ਦੂਜੇ ਪੜਾਅ ਨੂੰ ਸ਼ੁਰੂ ਕਰਨ ਲਈ ਨਿਰਧਾਰਤ ਸਮਾਂ-ਸੀਮਾ ਦੀ ਸਮੀਖਿਆ ਕੀਤੀ ਅਤੇ ਇਸ ਗੱਲ ‘ਤੇ ਜ਼ੋਰ ਦਿੱਤਾ ਕਿ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਇਹ ਯਕੀਨੀ ਬਣਾਉਣ ਕਿ ਦੂਜੇ ਪੜਾਅ ਦੇ ਸਾਰੇ ਕੰਮ ਸਮੇਂ ਸਿਰ ਤੇ ਅੰਦਰ ਸ਼ੁਰੂ ਅਤੇ ਮੁਕੰਮਲ ਕੀਤੇ ਜਾਣ। ਸਮਾਂਬੱਧਤਾ ਨੂੰ ਯਕੀਨੀ ਬਣਾਉਣ ਲਈ, ਵਿੱਤ ਮੰਤਰੀ ਨੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਮਈ ਦੇ ਅੰਤ ਤੱਕ ਦੇ ਵਿਸਤ੍ਰਿਤ ਪ੍ਰੋਜੈਕਟਾਂ ਪੇਸ਼ ਕਰਨ ਦੇ ਨਿਰਦੇਸ਼ ਦਿੱਤੇ ਹਨ।

ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਹਿਲੀ ਰਿਪੋਰਟ ਵਿੱਚ ਉਨ੍ਹਾਂ ਕਾਰਨਾਂ ਦਾ ਸਪੱਸ਼ਟ ਵੇਰਵਾ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ ਜਿਨ੍ਹਾਂ ਕਰਕੇ ਪਹਿਲੇ ਪੜਾਅ ਦੇ ਕੰਮ 31 ਮਈ ਤੱਕ ਮੁਕੰਮਲ ਨਹੀਂ ਹੋ ਸਕੇ ਅਤੇ ਦੂਜੀ ਰਿਪੋਰਟ ਵਿੱਚ ਅਪ੍ਰੈਲ ਵਾਲੇ ਦੂਜੇ ਪੜਾਅ ਦੇ ਵਿਕਾਸ ਪ੍ਰੋਜੈਕਟਾਂ ਨੂੰ ਨੇਪਰੇ ਚਾੜ੍ਹਨ ਲਈ ਇੱਕ ਵਿਆਪਕ ਯੋਜਨਾ ਅਤੇ ਸਮਾਂ-ਸੀਮਾ ਦਾ ਖਾਕਾ ਪੇਸ਼ ਕਰਨਾ ਹੋਵੇਗਾ।

ਸਮੁੱਚੇ ਨਿਗਰਾਨੀ ਦੀ ਲੋੜ ‘ਤੇ ਜ਼ੋਰ ਦਿੰਦਿਆਂ ਮੁੱਖ ਸਕੱਤਰ ਕੇ.ਏ.ਪੀ. ਸਿਨਹਾ ਨੇ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੂੰ ਹਦਾਇਤ ਕੀਤੀ ਕਿ ਉਹ ਕਮਿਸ਼ਨਰ ਪੱਧਰ ‘ਤੇ ਕੰਮ ਦੀ ਰਫਤਾਰ ਵਧਾਉਣ ਲਈ ਹਰ ਹਫਤੇ ਪ੍ਰੋਜੈਕਟਾਂ ਦੀ ਸਮੀਖਿਆ ਕਰਨ। ਇਸ ਸਮੀਖਿਆ ਮੀਟਿੰਗ ਵਿੱਚ ਸਮੂਹ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰਾਂ ਨੇ ਵੀਡੀਓ ਕਾਨਫਰੰਸਿੰਗ ਰਾਹੀਂ ਅਸਿਸਟੈਂਟ ਕਮਿਸ਼ਨਰਾਂ, ਸਥਾਨਕ ਸਰਕਾਰਾਂ ਪ੍ਰਮੁੱਖ ਵਿਭਾਗਾਂ ਦੇ ਸੀਨੀਅਰ ਅਧਿਕਾਰੀਆਂ ਦੀ ਮੌਜੂਦ ਸਨ।

ਚੰਡੀਗੜ੍ਹ, 19 ਮਈ (ਪੰਜਾਬ ਟਾਈਮਜ਼ ਬਿਊਰੋ)- ਚੰਡੀਗੜ੍ਹ ਟ੍ਰਾਈਸਿਟੀ ਵਿੱਚ ਸਭ ਤੋਂ ਵੱਧ ਉਡੀਕੇ ਜਾਣ ਵਾਲੇ ਹਾਈਵੇਅ ਪ੍ਰੋਜੈਕਟਾਂ ਵਿੱਚੋਂ ਇੱਕ ਜ਼ੀਰਕਪੁਰ-ਪੰਚਕੂਲਾ ਬਾਈਪਾਸ ਲਈ ਪੇਸ਼ ਆ ਰਹੀ ਵੱਡੀ ਰੁਕਾਵਟ ਹੁਣ ਦੂਰ ਹੋ ਗਈ ਹੈ। ਰੱਖਿਆ ਮੰਤਰਾਲੇ ਨੇ ਭਾਰਤੀ ਫ਼ੌਜ ਕਾਰਪੋਰੇਸ਼ਨ ਅਥਾਰਟੀ ਨੂੰ 1,983 ਕਰੋੜ ਰੁਪਏ ਦੇ ਜ਼ੀਰਕਪੁਰ-ਪੰਚਕੂਲਾ ਬਾਈਪਾਸ ਅਤੇ ਇਸ ਨੂੰ ਜੋੜਨ ਵਾਲੇ ਸੂਦ (ਲਿੰਕ ਰੋਡ) ਦੇ ਨਿਰਮਾਣ ਲਈ ਚੰਡੀਮੰਦਿਰ ਮਿਲਟਰੀ ਸਟੇਸ਼ਨ ਵਿੱਚ 2.7461 ਏਕੜ ਰੱਖਿਆ ਜ਼ਮੀਨ ਦੀ ਵਰਤੋਂ ਕਰਨ ਦੀ ਇਜਾਜ਼ਤ (ਵਰਗਿਕਾ ਪਰਮਿਸ਼ਨ) ਦੇ ਦਿੱਤੀ ਹੈ, ਜਿਸ ਨਾਲ ਕੰਮ ਸ਼ੁਰੂ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਆਖਰੀ ਮਹੱਤਵਪੂਰਨ ਪ੍ਰਸ਼ਾਸਨਿਕ ਰੁਕਾਵਟ ਹਟ ਗਈ ਹੈ। ਰੱਖਿਆ ਮੰਤਰਾਲੇ ਦੇ ਇਸ ਹੁਕਮ ਦੀ ਇੱਕ ਕਾਪੀ ‘ਟ੍ਰਿਬਿਊਨ ਸਮੂਹ’ ਕੋਲ ਹੈ। ਰੱਖਿਆ ਮੰਤਰਾਲੇ (ਵਿੱਤ) ਦੀ ਮਨਜ਼ੂਰੀ ਨਾਲ ਜਾਰੀ ਕੀਤੇ ਗਏ ਇਸ ਕਾਰਜਕਾਰੀ ਇਜਾਜ਼ਤ ਪੱਤਰ ਵਿੱਚ ਰੱਖਿਆ ਜ਼ਮੀਨ ਦੀ ਕੀਮਤ 9,88,85,963 ਰੁਪਏ (ਲਗਭਗ 9.89 ਕਰੋੜ ਰੁਪਏ) ਤੈਅ ਕੀਤੀ ਗਈ ਹੈ। ਹਾਲਾਂਕਿ ਨਵੇਂ ਭੁਗਤਾਨ ਦੀ ਬਜਾਏ, ਮੁਆਵਜ਼ੇ ਨੂੰ ਬੁਨਿਆਦੀ ਢਾਂਚੇ ਦੇ ਬਰਾਬਰ ਮੁੱਲ ਦੇ ਅਧਾਰ ‘ਤੇ ਤਿਆਰ ਕੀਤਾ ਗਿਆ ਹੈ-ਐੱਮ.ਐੱਸ.ਆਰ.ਏ.ਐੱਮ.ਟੀ. ਚੰਡੀਮੰਦਿਰ ਮਿਲਟਰੀ ਸਟੇਸ਼ਨ ਵਿੱਚ ਲਗਭਗ 12 ਕਰੋੜ ਰੁਪਏ ਦੀ ਕੁੱਲ ਅਨੁਮਾਨਿਤ ਲਾਗਤ ਨਾਲ ਨੁਕਸਾਨ ਕਮਿਸ਼ਨਰ ਮਸਜਦਾਂ ਅਤੇ ਹੋਰ ਰੈਂਕਾਂ ਲਈ ਲਗਭਗ 32 ਵਿਅਕਤੀ ਫਾਇਦੇਮੰਦ ਯੂਨਿਟਾਂ ਦਾ ਨਿਰਮਾਣ ਕਰੇਗਾ।
